Relating to permitting an employer to be a certified self-insurer of workers compensation benefits; amending Article 8309 Revised Civil Statutes of Texas, 1925, as amended, to enlarge the definition of "association" to include a self-insurer and to enlarge the definition of "subscriber" to include a self-insurer; expressing the purpose of the legislation; providing that the State Board of Insurance and the Commissioner of Insurance shall administer the Act; providing a method for an employer to become a certified self-insurer; requiring a certified self-insurer to maintain a safety program for employees, requiring certified self-insurers to participate in the Texas Workers' Compensation Assigned Risk Pool; imposing a tax on certified self-insurers; creating a Texas Certified Self-Insurers Guaranty Association and providing for its operation; amending Title 130, Revised Civil Statutes of Texas, 1925, as amended, by adding a new Article 8309j.
