Relating to licensing of convalescent and nursing homes; transferring the powers, duties, and obligations relating to the licensing and regulation of voncalescent and nursing homes from the Texas Department of Health Resouces to the State Department of Public Welfare or its successor department having the responsibility for administering medical assistance payments to nursing homes.
