To carry into effect the provisions of a proposed amendment to Section 49-d-1 of Article III of the Texas Constitution; and authorizing the issuance by the Texas Water Development Board for water quality enhancement purposes of State Bonds the aggregate principal amount of which when added to the total of bonds previously issued and outstanding for water quality enhancement purposes does not exceed a total of $200,000,000.
