Relating to the coordination of the supervision of the State of Texas by and through the Texas Water Rights Commission or its successor with the provisions of an applicable areawide waste treatment plan; restricting the Texas Water Rights Commission in its adoption of orders to those orders consistent with such an applicable areawide waste treatment plan.
