Relating to capital improvements and sites therefor in the Texas Medical Center in Houston for The Texas A&M University System in conjunction with Baylor College of Medicine to provide joint facilities for research and teaching the health professions; providing for the financing of same from general revenue and revenue bonds; authorizing the Board of Directors to accept grants and gifts; providing a severability clause.
