Relating to the audit of the fiscal accounts of water districts; prescribing certain qualifications of the person making the audit; making certain requirements as to form and content and filing of the audit; imposing certain rights and duties on the Texas Water Rights Commission and duties on local officials of the district with reference to the audit and fiscal records of the district.
