Authorizing the State Department of Public Welfare to acquire real property and to construct buildings; authorizing the department to enter into any agreements or contracts necessary to carry out the provisions of this Act; authorizing the department to expend appropriated funds and to accept and expend funds received from public and private sources for these purposes; providing for limitations and restrictions; providing for limitations and restrictions; providing a repealing clause, a savings clause; and declaring an emergency.
