Authorizing the Commissioners Court in Dallas County to regulate use of land in unincorporated areas; providing that no existing structure or use will be affected; providing for notice and hearings; establishing and prescribing the duties of a county Land Management Commission; establishing and prescriving the duties of a county Board of Adjustment; providing for appeals; providing for enforcement and penalties; prescribing the effect and penalties; prescribing the effect of conflicting laws; and declaring an emergency.
