Relating to establishing a procedure in condemnation proceedings should the plaintiff desire to enter upon and take possession of the property sought to be condemned, pending litigation, to provide for the depositing of a surety bond in lieu of an amount equal to the amount of damages awarded by the special commissioners in an eminent domain proceeding, such bond to be conditioned so as to secure all damages in excess of the award of the special commissioners that may be awarded or adjudged against the condemnor.
