Relating to defining the term "issuer" as every type of municipal corporation and political or governmental subdivision or district; authorizing the governing body of any issuer to issue, secure, and pay revenue bonds, and/or to authorize and cause the execution of contracts payable from revenues, with the necessity of an election or referendum; validating certain revenue bonds and contracts payable from revenues.
