Relating to amending certain statutes so as to include a provision that in the submission of competitive bids of all contracts proposed to be made by the State Highway Department for the improvement of any highway constituting a part of the State Highway System, the department shall require all construction contracts to include a provision that articles, materials and supplies utilized in the performance of such contracts shall conform to the same requirements that the laws of the United States require.
