Relating to amending the residence requirement for applicants for Aid to the Blind, Aid to the Permanently and Totally Disabled, Aid to Families with Dependent Children, and Old Age Assistance; authorizing Old Age Assistance payments to noncitizens who have resided within the boundaries of the United States for at lease 25 years; authorizing Medical Assistance to recipients outside the State on a temporary basis; fixing an effective date of assistance grants.
