Relating to defining an eligible district as any independent school district which has an incorporated city and the campus of an institution of higher learning of the State of Texas (a state university or college) located wholly or partially within its boundaries; authorizing any eligible district to contract for the use of stadium and other athletic facilities owned or controlled by other entities; authorizing the pledge of annual maintenance taxes to the payment of the consideration for any such contract provided that such tax is voted at an election.
