Relating to amending the Harris County Road Law to provide that a deposit by bidders of a bid bond of five per cent (5%) of the amount of the book bid conditioned on performance, or in the discretion of the Commissioners Court, a deposit by bidders of a bid bond of five percent (5%) of the amount of the bid conditioned that a successful bidder will enter into a contract and a performance bond in a sum equal to the amount of money to be paid by the County under the contract.
