Relating to creating Dallas South Water and Sewer Authority, a Conservation District, comprising the territory contained in Cedar Hill, De Soto, Lancaster, Woodland Hills and the City of Duncanville in Dallas County, for the purpose of providing a source of water supply for municipal, domestic and industrial use and diverting, impounding, storing, treating and transporting the same.
