Relating to amending certain Acts authorizing counties, or any other political subdivision of this State, or any political subdivision of counties to make, and the State Highway Commission to accept, voluntary contributions of funds for expenditures by the State Highway Commission in the proper development and construction of the public roads and State Highway System within such county, or other political subdivision of this State, or political subdivision of any county.
