Relating to providing for a lien on all real property belonging to applicants for or recipients of public assistance pursuant to programs provided for by the Public Welfare Act of 1941, as amended, and their respective spouses; and to prohibit under certain conditions the payment of public assistance to persons who transfer property so as to qualify for or increase their need for assistance.
