Relating to amending a certain Statute and the Insurance Code to authorize the Veterans' Land Board of the State of Texas to enter into a master contract of agreement with one or more life insurance companies to provide group life insurance coverage cancelling upon death the indebtedness due the Board of persons purchasing land under the Veterans' Land Program.
