Relating to amending a certain Statute to authorize the Board of Water Engineers of the State of Texas, to make studies and investigations of and reports on water-bearing formations and the sources, amount and quality of the underground water supply in Texas and on feasible methods to conserve, preserve, improve the quality of and supplement said supply.
