Relating to liens for persons, firms, lumber dealers or corporations, artisans, laborers, mechanics, subcontractors who labor, specially fabricate material or furnish labor or material for certain construction or repair works; creating liens to support payment; fixing the effective date of this Act and prescribing the contracts to which it applies and the contracts which shall continue to be governed by the law heretofore applicable.
