Relating to authorizing certain cities to make contracts, leases or other agreements with companies, corporations or individuals for the operation or lease of any city or municipal park owned or to be acquired by such cities or any of the improvements or facilities of such park or parks for a term of not exceeding forty years and containing such provisions as such cities may deem necessary.
