Relating to authorizing and directing the Game and Fish Commission to negotiate and make reciprocal agreements to allow sport and commercial fishermen to fish and sportsmen to hunt migratory water fowl on lakes and rivers located upon a common boundary with another state, allowing reciprocal agreements on license with other states and repealing all laws in conflict; providing a penalty.
