Relating to amending certain statutes by providing that recipients of Aid to the Needy Blind may own or use certain real and personal property as a home, requiring the utilization of real property to meet the needs of such recipients when such real property is not used as a home, exempting the proceeds of the conversion of real property to personal property for one year.
