Relating to counties having a population of eight hundred thousand (800,000) or more, relating to the purchasing of or contracting for supplies and material for the use of counties, providing for the advertising for bids once each week for two (2) successive weeks in at least one daily newspaper published and circulated in the county, where the total expenditure for any such purchase or any such contract shall exceed One Thousand Dollars ($1,000).
