Relating to amending certain Acts by providing that all qualified voters shall have the right to vote in elections to confirm the organization of water control and improvement districts; provided that such validation shall not become effective if the formation, organization, proceedings, boundaries, plans, authority or activities of the district are involved in litigation upon the effective date of this Act.
