Relating to validating and confirming citations, citations by publication and all notices, and the returns on each, issued, accepted and relied upon by any court of competent jurisdiction prior to January 1, 1956, in any probate proceeding, administration or guardianship in this State, provided the legality of such citations, notices and returns are not being questioned in a court or probate proceeding on the effective date of this Act.
