Relating to requiring the filing of subdivisions plats and the recording of same and authorizing the Commissioners Court of any county having a population not more than one hundred thousand (100,000), according to the last preceding Federal Census, to regulate the construction of roads or streets in subdivisions situated outside the boundaries of incorporated towns or cities.
