Proposing an amendment to the Constitution of the State of Texas by repealing Section 62a, Article XVI of the Constitution of the State of Texas, and substituting therefor a new section 62a, authorizing needed changes in and revision of the State Employees Retirement System of Texas, providing for the necessary election, form of ballot, proclamation and publication and making an appropriation to defray the necessary expenses of proclamation, publication, and holding the election.
