Relating to creating the elective Texas Water Commission, abolishing the Board of Water Engineers of Texas, transferring its present authority, powers and duties to said Commission; and providing additional duties, powers and authority to be performed by the Commission in the conservation and distribution of the water resources of this State; and making legislative determinations and declarations of policies.
