Relating to the financing of the operations of the Texas Commission on Alcoholism; clarifying authorization for the appropriation to the Commission of State funds in addition to money received from gifts, grants, and donations; amending the Texas Liquor Control Act by adding a section levying a tax on distilled spirits and allocating the revenues therefrom to the support of the Commission; appropriating these revenues.
