Relating to amending certain Acts by providing that the validation of the incorporation of all cities and towns of five thousand (5,000) inhabitants or less, and the boundaries thereof, shall not apply to any city or town involved in litigation questioning the legality of the incorporation or extension of boundaries, at the time of the effective date of the original Act.
