Relating to amending the Public Welfare Act of 1941 by providing for the exclusion of earnings under $50 per month in determining income or resources of applicants for or recipients of old age assistance, aid to the blind, and aid to dependent children, and defining the terms "earnings" and "applicant or recipient".
