Relating to amending certain Acts to authorize cities and counties to enter into lump sum or unit price contracts and to make certain changes in the work to be performed or materials, equipment and supplies to be furnished under public contract; validating time warrants, contracts, scrip warrants, refunding bonds issued for the purpose of refunding time warrants, heretofore issued in certain counties.
