Relating to amending certain Acts by providing that the Executive Director of the State Department of Public Welfare may endorse the last warrant written for the old age assistance, aid to the blind, or aid to dependent children recipient, but not endorsed by such recipient prior to his death, as payable to the person designated by the State Department of Public Welfare as the one responsible for the care and the obligations incurred by the recipient.
