Relating to amending certain statutes pertaining to toll road corporations which provide in their articles of incorporation, by-laws or otherwise, that none of the net income or profits, whether realized or unrealized, shall ever inure to the benefit of or be distributed to any private shareholder or any other private person, association or corporation whatsoever.
