Relating to authorizing all incorporated cities and towns to issue revenue bonds for the purpose of purchasing, constructing, or otherwise acquiring buildings, places, facilities, or other improvements for the off-street parking of motor vehicles; containing provisions relating to the issuance of such bonds and the operation and maintenance of such buildings, places, facilities, or other improvements.
