Relating to providing that in any development or project authorized under Section 59 of Article XVI of the Constitution of Texas, no property of any kind within the State of Texas may be acquired by the exercise of the right or the power of eminent domain and the process of condemnation thereunder unless the political subdivision in which said property is located will benefit from the development or project when completed for which the condemned property is intended to be used or is needed; providing the measure or determination of said benefits.
