Relating to authorizing incorporated cities and towns which own the portion of an international toll bridge over the Rio Grande River which is situated within the United States to issue bonds payable from the net revenues derived from the operation of the bridge for the purpose of repairing or improving the bridge, acquiring approaches thereto, and constructing buildings to be used in connection therewith, or for any of such purposes; providing a saving clause.
