Relating to providing for County Juvenile Boards in counties having a population of less than 70,000 inhabitants, according to the last preceding Federal Census, and forming a part of a Judicial District, in which four or more of the counties composing such Judicial District border on the international Boundary between the United States and the Republic of Mexico.
