Proposing an amendment to the Constitution of the State of Texas, providing that the Legislature shall have the power to provide assistance and to provide for the payment of same to needy aged persons over the age of sixty-five (65) years, who are citizens of the United States and are residents of the State of Texas; providing for the proclamation and publication thereof; and prescribing the form of ballot.
