Relating to transferring to the Texas Highway Fund from the General Revenue Fund the sum of Twenty Million ($20,000,000.00) Dollars and authorizing the Texas Highway Commission to use such money for the purpose of continuing its program of constructing Farm-to-Market Roads as as to best serve the rural areas of this State; providing a repealing clause; providing a saving clause.
