Relating to authorizing the Commissioner of the General Land Office to issue permits for geological, geophysical and other surveys and investigations of areas within tidewater limits which are not subject to valid subsisting oil or gas leases; repealing all laws or parts of laws in conflict; providing that if any part of the Act is held invalid, the validity of the other provisions hereof shall not be affected.
