Relating to providing an additional penalty for the violation of Articles of the Penal Code; providing for the impounding of motor vehicles belonging to the persons violating any of said statutes; providing for notice to the Texas Highway Department and for notation on the Certificated of Title of the pendency of prosecution thereunder; providing that purchasers pending prosecution shall by subject to such Acts; providing for the collection of expenses by the sheriffs impounding such vehicles; excluding same from being classified as fees of office; making said Act cumulative of all other penalties for violation of said law.
