Relating to validating annexation proceedings in cities operating under the General Laws of Texas, having a certain population; providing this Act shall not apply to any city now involved in litigation or in which the annexation of territory to such city is attack in litigation withing forty-five (45) days after the effective date of this Act; providing a saving clause.
