Relating to amending a previous Act, permitting any person to give away and distribute sample packages of cigarettes not to exceed ten (10) cigarettes per package, without the payment of the tax imposed on the sale of cigarette in this State as provided, and providing that terms and conditions upon which such sample packages may be given away or distributed.
