Relating to donating and granting to the Dallas County Flood Control District in addition to the moneys heretofore donated and granted said District all of the State ad valorem taxes that may be collected for general revenue purposes upon property located within said District and from persons therein, for a period of two (2) years, commencing September 1, 1949, not to exceed however, the sum of One Hundred Thousand Dollars ($100,000) per annum; providing for purposes for which such money shall be used; providing that if any part of this Act be held unconstitutional, such decisions shall not affect the remaining part of the Act.
