Harrison of Waco, Texas, to bring suit against the State of Texas or the Texas State Highway Department or the State Highway Commission, to recover damages for alleged breach of contract by the State of Texas and the Texas State Highway Department in the construction of a bridge across the Leon River in Bell County, Texas on State Highway 317.
