Relating to authorizing the Board of Regents of the University of Texas and the Board of Directors of the Sealy and Smith Foundation for the John Sealy Hospital jointly to pledge the income from the trust fund for permanent improvements for John Sealy Hospital or the Medical Branch of the University of Texas at Galveston.
