Relating to creating a more efficient road system for Panola County, Texas, for the maintenance of public roads and highways other than designated State highways located in Panola County, Texas; making the Act cumulative with laws on the subject; providing that if any of the provisions of this Act shall be held unconstitutional, such holding shall not affect the other portions thereof; repealing all laws or parts of laws in conflict herewith.
