Relating to making an appropriation from the General Fund to reimburse J. I. Driscoll, Clerk of the Court of Civil Appeals, 8th Supreme Judicial District of Texas, for money paid to the Comptroller of the State of Texas, properly belonging to him, through error, during the years 1939, 1940, 1941, 1942, 1943, 1944, 1945, and 1946.
